Scope and Contents

The NTID collection of NETAC and PEPnet various paper and video training materials for postsecondary programs for the deaf. Examples include College: Starting Off on the Right Foot, Transition to College: Planning Advice from Professionals and Deaf and Hard-of-Hearing Students training guidelines developed by the Northeast Technical Assistance Center (NETAC) at the National Technical Institute for the Deaf in 2004, along with a copy of the participant handouts, coordinator forms and videotape.

Achieving Goals!: Career Stories of Individuals Who are Deaf and Hard-of-Hearing, Ambitious Achievers produced by Pepnet Northeast in 2008.

A copy of The Americans with Disabilities Act produced by PEPNet Northeast in 2009.

Added to the collection in 2015 are four DVDs produced by the Northeast Technical Assistance Center at NTID and PEPNet, a series titled Achieving Goals!

Biographical / Historical

In the late 1960’s, the U.S. Department of Education initiated funding to establish four direct-service regional vocational-technical postsecondary programs for the deaf located across the country. With the passage of Section 504 of the Rehabilitation Act in 1973, an increasing number of students who were deaf or hard of hearing began enrolling in mainstreamed colleges throughout the country. As a result, in 1996 the Department of Education restructured the priority for this funding away from direct services for students and focused on providing technical assistance to postsecondary programs serving students who are deaf or hard of hearing by establishing four regional technical assistance centers. The four PEPNet regional centers were established at California State University, Northridge (CA), Saint Paul College (MN), Rochester Institute of Technology (NY), and the University of Tennessee (TN).

The Northeast Technical Assistant Center (NETAC) works with postsecondary institutions in the northeast to improve educational access and enhance postsecondary education opportunities for students who are Deaf or Hard-of-Hearing. NETAC offers consultations, workshops, regional conferences, informational guides, and assists with strategies for basic academic preparation, interpreting, notetaking, tutoring and the use of technology in the classroom. PEPNet is the national collaboration of the four regional postsecondary education centers for individuals who are deaf and hard of hearing. The centers are supported by contracts with OSERS. The goal of PEPNet is to assist postsecondary institutions across the nation in attracting and effectively serving individuals who are deaf and hard of hearing.
