National Advisory Group (NAG)

The National Institute for the Deaf Act, or Public Bill 89-36, was signed into effect by President Lyndon B. Johnson in 1965. This Act was the result of two bills, passed unanimously by the House and the Senate, establishing the need for postsecondary education for deaf and hard-of-hearing individuals. It was decided that this new Institute should be sponsored by an existing university, and the federal government asked interested parties to send applications for review. Although several universities were considered, applicants were eventually narrowed down to four potential sponsors. A group of thirteen people, known as the National Advisory Board, visited these four schools to assess their candidacy. Ultimately, RIT was chosen for the program in 1966, and Dr. Robert Frisina became NTID’s first director in 1967. As NTID was established by federal law, the Act also called for a committee to oversee the Institute’s development and operations. This group became known as the National Advisory Group, or NAG. Established in 1967, its members included people with varying professional experience, social standing, and academic backgrounds. As per the details of its legislation, congress encouraged the NAG to add a congressman or senator to its ranks, and all potential members required Senate approval prior to joining. Several members of the original National Advisory Board would eventually join the NAG, and many members of the group were also Deaf or Hard-of-Hearing. The group is still active as of 2016.

National Technical Institute for the Deaf (NTID)

RIT, founded in 1829, competed against eight other colleges for NTID to become part of the university. NTID began operations in 1968 to provide deaf and hard-of-hearing students with outstanding technical and professional education programs, complemented by a strong liberal arts and sciences curriculum, that prepares them to live and work in the mainstream of a rapidly changing global community and enhances their lifelong learning.
