Scope and Contents

Albert and Peggy Hlibok collection of Empire State Asssociation of the Deaf (ESAD) and Rochester (RCAD) papers contain contain meeting minutes, financial records, correspondence, service applications, organization publications, crucial documents such as incorporation materials and organization by-laws, as well as photographs and a small amount of ephemera from the two organizations, There is also some miscellaneous records of the National Association of the Deaf.

Additional ESAD records were added in 2014, including board meeting minutes from 1981- 2008, correspondence, newsletters and clippings.

Biographical / Historical

The Empire State Association of the Deaf Inc. is a 501(c) 3 non-profit membership based organization serving Deaf New Yorkers and their allies. ESAD was founded in 1865 and is the oldest Deaf state organization in the country. ESAD’s mission is to advocate and protect the interests of the Deaf in all aspects. There are an estimated 1.5 million Deaf and Hard of Hearing people living in New York State. In 2013 David Stahle was serving as President of ESAD.

The Rochester Civic Association of the Deaf purpose was to promote the economic and social status of the deaf in Rochester and vicinity; to serve the Empire State Association of the Deaf in enrollment of members and in other matters of mutual benefit; and to gather information and statistics about the deaf and assist in spreading information about the deaf.
